PSP can be seen as being at the intersection between being a seasonal climate risk assessment as well as an approach to develop responsive, user-friendly and locally relevant climate services. PSP was developed in 2011 by CARE International's Adaptation Learning Programme (ALP) for Africa, based on learning from facilitating communities together with their local governments to develop community-based adaptation  (CBA) approaches and plans.
